The short bit holder was designed by Benjamen Johnson to fit in the bit bins, but can also be used in the stock Milwaukee cases as well. These holders have 8 bit slots per holder and are designed for the shorter bits as shown in the photos. For taller driver or drill bits, it is recommended to use the tall bit holder.
